In his first two runs at the leadership in 1942 and 1948 he didn't have a chance of winning because the broader party felt the same way as his colleagues and others felt, that he wasn't really to be trusted. They weren't sure about his political views either, because he was much too progressive for the Conservative Party in the 40s. He really became leader, I guess, by accident just because he was still there.
